Man arrested in Carver accused of starting fatal fire in Maine The investigation into a fatal house fire in a small Maine town led police to Carver on Thursday, where both the alleged murderer, David B. Silva Jr., and his apparent victim, Robert Orr, have roots. Orr was one of seven children of former Carver Police Chief Thomas Orr, who served as chief from 1970 to 1990 and died in 2007.
