Director's Note

In a testament to the Center for Preventive Action's (CPA) work, much of the current turmoil roiling North Africa and the Middle East was anticipated in our 2011 Preventive Priorities Survey conducted at the end of last year. The survey specifically listed acute political instability in Egypt, Yemen, Iraq, and Saudi Arabia as probable scenarios affecting countries of strategic importance to the United States. Moreover, nearly two years ago, CPA recognized the potential for Egyptian instability; we organized a roundtable to discuss such a contingency and asked CFR Senior Fellow Steven Cook to author a Contingency Planning Memorandum, Political Instability in Egypt. Over the past few weeks, it has understandably become one of CFR.org's most-downloaded publications. In the months ahead, CPA plans to dig deeper into the situations in Yemen and Saudi Arabia by contributing analysis of the United States' policy options for preventive action. I hope that you will continue to follow CPA's work as we strive to provide thoughtful, over-the-horizon insight into crises that may arise around the world.

RECENT CPA ACTIVITIES

Micah Zenko delivered a presentation on the CPA report Toward Deeper Reductions in U.S. and Russian Nuclear Weapons at the Moscow branch of the MacArthur Foundation on January 19.

Micah Zenko appeared on a panel with Rose Gottemoeller, Steven Pifer, and Clifford Kupchan at a CFR meeting about the next steps in U.S. and Russian nuclear cooperation on January 13.

Micah Zenko gave a briefing about enhancing international preventive action to a group from the Canadian Forces College and another about limited uses of military force at the Naval War College.

Paul Stares presided at a Contingency Planning Roundtable meeting during which Michael A. McDevitt of the Center for Naval Analysis spoke about a potential military incident involving U.S. and Chinese forces.

Paul Stares presided at a Council Special Report advisory committee meeting about Yemen on January 20.

Micah Zenko presided at a UN roundtable meeting with UN Special Representative Margot Wallström on the UN's role in protecting women and children in armed conflict.
