The eight-member council, which approves the governor’s judicial appointments, dates back to 1628 when it was created to check the powers of the royal governor. Massachusetts is one of few states with a governmental body that vets the governor’s judicial nominees and criminal pardons. Joyce says it is a relic of a bygone era and that doing away with it and eliminating the salaries of the councilors would streamline government and save the taxpayers money. Is he right?
